Job Summary:

This is a full-time salaried position. Chief responsibility is to manage five (5) 24-hour care facilities. Primary areas of responsibility fall into three (3) categories: Residential Programming, Personnel, and Quality Assurance.

 

Agency Functions:

w  Promote RAP’s Mission and Values

w  Uphold RAP’s Policies and Procedures

w  Attend and participate in RAP’s Team Meetings and monthly board meetings as scheduled.

 

Minimum Qualifications:

w  Bachelor’s Degree in Special Education, Rehabilitation, Psychology the Behavioral Sciences or other relevant field, or equivalent training and experience.

w  Minimum two (2) years supervisory experience in similar programs.

w  18 years of age or older.

w  Negative TB Test Results

w  Criminal History check

w  Valid Oregon driver’s license

 

Training and Certification:

w  Certification in CPR and First Aid

w  Certification in OIS (when applicable)

w  Complete Core Competencies

 

Skills and Abilities:

w  Demonstrated knowledge and skill in adult/adolescent habilitation, including assessment, planning, implementation and review

w  Strong oral and written communication skills

w  Experience in personnel procedures and decision-making

w  Demonstrated ability to be flexible and work cooperatively with others to resolve professional differences

w  Ability to develop policies and procedures for maintaining and using record in compliance with state regulations and Residential Assistance Program standards

w  **The Executive Director may make special exceptions to the qualifications for employment.

 

Physical Demands:

w  Must be able to communicate and listen effectively.

w  Must be able to life a minimum of 50 pounds.

 

Major Responsibilities:

w  Monitor resident activities, assuring that they occur at targeted frequencies by implementing staff schedules that ensure equitable training and activity opportunities for each resident.

w  Supervise the developing and implementing of values outcome-based programs (at entry, annual, semi-annual) with individual’s team, individual, parent/advocate.

w  Supervise the developing and implementing of behavior programs in accordance with agency’s behavior management policies and procedures and consultant staff.

w  Monitor adherence to and consistence of program delivery by staff.

w  Monitor community activities and integration of resident.

w  Participate in resident grievance procedure in accordance with agency policies and procedures.

w  Monitor all medical appointments related to behavior management issues of resident.

w  Coordinate consultant activities for resident.

w  Assure all incidents are documented correctly, review and attend to all incident reports and forward to Executive Director.

w  Safeguard residents’ rights and assure humane treatment by staff.

w  Assure that residents’ personal funds and personal property are carefully maintained for the benefit of the resident and not diverted for the benefit of any other person.

w  Assure the compliance with all applicable State and Federal rules and regulations.

w  Monitor and liaison with resident’s day program activities, and other applicable agencies.

w  Do not use or allow to be used with any resident:

Abuse:

1.      Seclusion in a locked room

2.      Direct or implied threats of physical harm, ridicule, or humiliation.

3.      Unapproved physical restraints.

4.      Inappropriate medication.

5.      Withholding of meals, medication or physical aid.

6.      Punishment of one resident by another.

7.      Implied or direct threat of termination or residential services to the resident.

 

Personnel:

w  Reviews with Executive Director the hiring, termination and supervision of 24-hour staff.

w  Development, implementation and over-all supervision of weekly 24-hour staff coverage, schedule, including schedule changes, holidays, vacations, emergency health and safety issues, in-service, and all documentation.

w  Schedule, attend, and participate in regularly scheduled staff meetings.

w  Plan, implement, and schedule orientation and training of new staff.

w  Participate in staff grievance procedure.

w  Write Plans of Assistance for staff as needed, obtain Executive Director approval, and implementation plan for identified staff.

w  Act on behalf of Executive Director in his/her absence.

w  Performs other duties as assigned by Executive Director.

 

Emergencies:

w  Participate in emergency duty including providing direct care to residents.

w  Act as an on-call emergency resource contact.

w  Promptly report all emergencies to the Executive Director.

w  Follow emergency plan as indicated in RAP’s Policy and Procedures, evaluations.

w  First in line to handle residential personnel problems and notify the Executive Director of problems, as they occur.
